[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide aviation engineering data development, GIS, SUE, BIM, asset management, document management services, GIS and Web application development services, staff support and program management to the government authority located in Glen Burnie, MD.
- Design, development, and implement geodatabases.
- Collect non-survey grade data, such as indoor asset locations and attributes.
- Collect survey grade data, such as exterior asset locations and attributes.
- Check, edit, and correct geometry, topological integrity, and attribute quality.
- Enhance and improv addressing, naming and referencing of properties, buildings, rooms, and assets.
- Catalog and organize legacy GIS and CAD datasets and historical documents.
- Create, update, and georeferenced geospatial datasets from digital and paper data sources such as "as-built" and record drawings, including scanning and heads-up digitizing, if needed.
- Develop improvements in existing data maintenance and QA workflows and associated plans and development of standards and workflows for airport GIS, CAD and asset data collection and maintenance.
- Develop procedures and standards for documents and GIS and CAD data, including setting up and training in the use of tools to automate QA and compliance with standards, such as CADD Conform, ArcGIS data reviewer, and scripts.
- Develop geoprocessing models and extract, transform, and Load (ETL) scripts.
- Customize code, scripts, and tools to support and improve efficiency of complex geospatial data processes, including data maintenance, reporting, visualization, quality and performance checks, and data sharing in multiple formats and across multiple systems.
- Develop ArcGIS for Mobile, Windows, and ArcPAD to support field and mobile applications on Windows-based tablets.
- Develop, implement, maintain, and update advanced user-friendly, customized (desktop, mobile, and web), modular, scalable, interoperable, and secured GIS and non-GIS applications, portals, dashboards, and reporting tools.
- Develop and implement basic intranet web GIS viewers, using ArcGIS Viewer for Java, and ArcGIS Server.
- Design, implement, maintain, and update desktop, web, and mobile GIS and nonGIS applications and customize commercial-off-the-shelf (COTS) software packages.
- Provide non-GIS and GIS-based software upgrades, including testing and upgrading custom codes in existing GIS and non-GIS applications.
- Customize GIS functionality to facilitate discovery and retrieval of electronic documents and drawings.
- Define and develop solutions to support GIS, CAD and BIM integration, interoperability, conversion, and workflows.
- Assist design teams in producing BIM models and documented drawings throughout all project phases, including schematic design, design development, and construction documents.
- Coordinate with design, procurement, construction, and operations to create and maintain as-built and asset management models.
- Asset management strategy development (including business case development and implementation road map design).
- Develop GIS tools, models, and processes to meet business requirements as it relates to asset management.
- Facilitate any asset data inquires and reporting requirements.
- Lead efforts to develop and implement policies and procedures to maintain asset registry information and improve asset information.
- Geospatial database design, modeling, and implementation.
- Drafting, digitizing, scanning, and data entry.
- Application development, support, review, monitoring, and procurement.
(2) All questions must be submitted no later than April 26, 2022.
(3) A pre-proposal conference will be held on April 19, 2022.
