Government Authority located in Pomona, New York; USA based organization looking for expert vendor for design services for the development of the geographic information system.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide design services for the development of the geographic information system and phased strategic implementation plan or roadmap for the district that will detail step-by step plan of action, including an implementation schedule for the selected design to the government authority located in Pomona, NY.
- Implementation of a district-wide GIS program for the sewer collection system where end-users (field and office), can view, edit, manage and perform analysis operations. The program shall be based on ESRI, integrating with the county GIS program.
- In addition to delivery of a software solution, the respondent should be prepared to provide applicable training, program development, data conversion, quality control, testing of the applied solution, overall implementation of the product and future maintenance of the software.
- Management and Governance- End-User positions with general job descriptions and interrelationships with other key county personnel will be outlined. Future employee development and program training will be identified.
- Data and Data Structure- A model GIS data structure will be developed with guidance on data storage, integrity, editing protocol, security and data sharing.
- Data Access - A web-based GIS data structure specifically for sharing data dynamically for district office and field staff.
- Provide functionality to view, print and report maintenance data pertaining to tv videoing of sanitary sewer lines, I and I study data, general GIS mapping attributes, and maintenance and repair requests.
- The system shall be capable of allowing end-users to search or select an asset and view inspection and maintenance records.
- The solution shall connect to existing third-party software, allowing viewing of data managed within GBA, WinCan and Lucity.
- Develop a Monitoring Tool that allows end-users to view, report, and print current conditions on sanitary sewer collection assets owned by the municipalities and by the district.
- Software- Operational software and project application needs will be outlined. Options for software procurement and applications development will be provided to address key GIS system needs over the next two years.
- Procedures and Workflow- Operational system procedures and district -wide policy directives for the GIS program will be suggested.
- Integration of current operations with other county functions and existing work procedures including various types of databases and software. The overall proposed web-based GIS system design should be fully integrated with the current county information technology services in place.
- Replace current application and provide functionality within the GIS program to perform Dig Requests allowing end-users to find the location of request and supply a digital and hard copy map of area in question. Information shall be able to be searched upon to view past requests spatially.
- Provide functionality for flow tracing which will identify sanitary sewer collection pipe flow direction and identify the assets service area.
- Provide functionality to perform asset inspections with a suitable mobile application that works directly with the GIS program. Open architecture to allow administrators of the program the ability to create form-based work requests for inspections, and maintenance tasks, allowing end users to operate in a connected and disconnected mode, syncing back to the system when connected.
- Provide viewing functionality to link existing data from GBA, WinCan and Lucity within the GIS program.
- Quality Control – The vendor shall provide quality control efforts to ensure the efficiency and stability of the system, as well as meeting the intended needs of the county. The vendor shall document and be prepared to demonstrate these efforts to the county to ensure the highest quality of success.
- Governance- including an organization chart and reporting functions.
- IT Infrastructure
- Data Structure- including a phased plan for modifying and expanding the current GIS sanitary sewer collection data, current custom GIS applications, as-built documents, CCTV videos and imagery.
(2) A pre-proposal meeting will be held on October 6, 2021.
(3) All questions must be submitted no later than October 21, 2021.
