Government Authority located in Orland Park, Illinois; USA based organization looking for expert vendor for implementation of strategic plan for geographic information system and ongoing GIS support.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide implementation of strategic plan for geographic information system and ongoing GIS support to the government authority located in Orland Park, IL.
- System Infrastructure: The software and hardware currently utilized for GIS is outdated,
- Governing Structure: There is a need for a Village-wide governing structure for the GIS Program,
- Uniformity: The Plan identifies the need to consolidate software applications to create consistency in the utility of the GIS database. Foremost, different Departments use different
software applications,
- Training: The capabilities of staff and departments varies significantly due in large part to the lack of a consistent training program,
- Data: Throughout the plan, issues with data are identified. The currency, accessibility, organization, uniformity, and mobility of data are identified as issues,
- Security: The GIS program does not meet current standards for security,
- Mobility/Field Access: Police, Public Works, Engineering, and Development Services staff would benefit from better software and hardware for field access to data,
- Public Access: An improved web site portal is identified as a goal of the plan with the intent of providing better information to the public and reducing staff time responding to requests
for information,
- System Build: Build a hardware and software platform for the update GIS program including:
- ArcGIS Cloud/Server-Based Mapping Planning – Determine the best option for configuration of mapping services,
- Mobile Hardware Updates – Recommend best option for mobile hardware and software for each of the various users,
- ArcGIS Pro Software - Migrate GIS Desktop Users from ArcMap to either a web interface application or ArcGIS Pro, as appropriate based upon the needs of the user,
- Data Migration: Migrate data to the new hardware and software application including:
- Implementation of the ESRI Local Government Model – This effort will include cleaning up existing datasets and eliminating inaccurate or outdated data,
- Centralize Village Data Environment – Merge the three current environments (Development Services, Police Department, and Public Works) into one system,
- Application Development: Create applications for use of the updated GIS program including:
- Rebuild and Restructure Web Services (Web Mapping Data Layers) – Services should be reconstructed and published following best practices and organized to meet the needs
of the applications,
- Develop “One Stop Shop” Application – Consolidate the relevant datasets and analysis functions into one application with data access restricted by user groups to protect
sensitive information. Remove the obsolete applications from the system once the main Village application is operational,
- Mobile Applications – Create mobile applications that allow staff to access the same datasets in the field that they can in the office,
- Public Facing Applications – Create public facing applications that allow residents and developers to access information quickly and without staff involvement,
- Implementation:
- Setup of New GIS Environment – Provide access points for user groups and for Village staff. This may include multiple portals or sites for the various departments to allow for
efficient access to department content. The specifics of this environment will depend on the system build,
- Integrate Village GIS with Tyler Munis – Integrate the two systems to streamline workflows and create analysis opportunities,
- Setup of ESRI Suite for Community Services – Setup software applications for Transit, Library, and Customer Services,
- Setup of ESRI Suite for Police Department – Setup and configure the ESRI GIS Suite (Crimes App, Intranet, Mobile Browser, and Executive Dashboard),
- Review and Enforce Village Code on Deliverables from Contractors – Review with Village GIS and Engineering staff to determine if the current code needs to be updated
to ensure that data from private development is accurately and promptly incorporated into the GIS system,
- Data Creation and Augmentation – Survey each department to determine additional GIS data layers that are needed and implement said layers into the GIS system,
- Ongoing GIS Support:
- Providing Special Purpose Maps and Data – As may be requested by staff, provide special purpose maps and data for projects such as the Comprehensive Plan update
and the Land Development Code update.
(2) All the questions must be submitted no later than January 29, 2021.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
