[B] Scope of Service:
Vendor needs to provide GIS technical consulting services to the government authority located in Columbus, OH.
- Professional consulting/engineering firms to develop a mobile or mobile compliant application and its back-end database for the design, project management and plan production of resurfacing and Right of Way maintenance plans.
- The City is working on replacing numerous software applications and related project tools with a comprehensive design and project management web application for the production of In House Design plans related to resurfacing and maintenance of roadways and construction of ADA ramps.
- The overall goal for the COC is to replace their existing PAWS and ADA databases and applications hosted currently using Microsoft Access along with integrating project management resources that currently utilize additional software or web platforms. The new application and its underlying database will be hosted on the City’s on-premise environment.
● Streamlining of the field data collection, design and associated quantity estimating, CAD drawing process, contract reporting and project management processes and reduce the use of paper / PDF documents for Field Drawings by providing a way of drafting asset inspection information electronically in the field using tablets with a map based mobile design application. The existing paper solution should be still used as a backup plan when the drafting from tablets is not available, but the solution should reduce the amount of handwritten and paper markups and adopt a digital streamlined approach to data collection.
● Elimination of manual data entry from paper field inspection forms and field drawings through refined data entry interfaces (GIS application, tables and forms in a uniform, systematic and integrated manner).
● Centralization of project notes, tables and graphics and integration with the proposed enterprise project management and design solution.
● Integrated and efficient map-based field work assignments
● Routing and status of field work assigned to staff
● Roadway and ADA design will no longer work with 2 separate database systems; ADA is to be included in the same field design and project management application as roadway.
● All field inspection design features and related quantities are to integrate directly with the PAWS 2.0 Project Management and Design system. All project information, design details, estimating, reports and work orders, mapping and status are to be integrated within the same system.
