(1) Vendor needs to provide geographic information system (GIS) services to the government authority located in Stanwood, Washington. – Data Gathering and Analysis:– Through an initial kick‐off meeting identify the needs and objectives of the City.– System Design:– Design database schema for storing spatial and attribute data.– Identify needed software, hardware, field equipment and licenses.– Plan for system growth and security.– Data Acquisition and Integration:– Collect spatial data from various sources including Snohomish County and City consultants.– Identify, acquire and digitize needed data from City AutoCAD files, paper Asbuilt drawings or other sources.– Identify data gaps and train crews or interns on how to gather field data.– Data Processing:– Perform data cleaning, line connectivity, edge matching and other validations to ensure a fully functioning system.– Conduct spatial analysis such as buffering, overlay, and interpolation.– GIS Application Development:– Develop easy user interfaces for map making and data analysis.– Create tools for querying, editing, and analyzing spatial data.– Testing:– Test for accuracy, reliability, and performance.– Deployment:– Conduct quality control and quality assurance tests on system prior to activation.– Activate GIS system.– Install necessary software and libraries.– Training and Documentation:– Provide training to City staff on how to use the GIS system.– Prepare user manuals for reference.– Maintenance and Support:– Establish procedures for regular maintenance tasks like data updates and system backups.– Continual Improvement:– Gather feedback from users and stakeholders.– Identify areas for improvement and implement updates as needed.– Stay updated with new technologies and methodologies in GIS.– Project Management:– Manage the collection of data from staff.
