(1) Vendor needs to provide GIS needs assessment services.- Task 1: Identify the current GIS system utilization and operational deficiencies- The selected firm will meet with departments that utilize GIS systems to:• Understand how the departments are currently utilizing GIS systems and data• Assess the department's level of understanding of the GIS systems and tools currently available to them• Identification of any "shadow processes" or "shadow systems" currently in use to overcome a lack of system knowledge and operational deficiencies• Identification of data collected and or stored outside of current GIS operations• Understand and evaluate how departments train their staff on the use of GIS systems for required job duties• Any pain points or issues with the GIS systems, service delivery, project completion, communication with GIS staff, etc.- Task 2: Work with Operations, Engineering, Parks, and GIS Staff to create a prioritized list of GIS projects for the District• Create a list of current and future projects with priority levels as defined by each department• Gather specific GIS requirements/needs from the users' perspective and capture any GIS "Wish lists" for future functionality• Combine projects and "wish lists" into a project priority matrix for future GIS planning- Task 3: Create standard operating procedures for GIS project requests• Understand and evaluate the current process used to request GIS projects/work• Understand and evaluate how GIS staff accepts and prioritizes project requests• Recommend standard operating procedures and policies for GIS project requests and prioritization based on information gathered from Task 1, Task 2, and Task 3- Task 4: GIS Assessment• Gain a complete understanding of existing GIS systems, service offerings, and current and future objectives• Identify opportunities to streamline and simplify systems for data access and ease of use• Develop recommended staffing levels and skill requirements based on current and future GIS objectives• Evaluate and assess staff training needs to support current and future GIS objectives and staff development and create a staff development plan/framework• Evaluate current GIS task distribution to ensure proper utilization of resources and staff skill sets. (2) All the questions must be submitted no later than September 7, 2023.
