(1) Vendor needs to provide data and geographic information system (GIS) consulting services to the government authority located in Texas. - Data and GIS Consultant to help develop an understanding of the data the agency is gathering, analyze, map it and help identify gaps in data collection - Perform moderate to complex analysis to help cross functional teams understand the reality of Houston and help them make strategic decisions and will be required to provide all the necessary technical expertise, materials, resources, components, and any other item(s) and or software needed to successfully complete this project. 1. Technical experience: a. Use SQL to retrieve agency resident information from our internal software b. Utilize Excel and formulas to create appropriate tables to analyze resident data c. Utilize GIS Capabilities to create an in-depth map of Houston d. Create dashboards on Microsoft Power BI e. Ability to write and execute reports and analyze them with R or Python (optional) f. Familiarity with Emphasys 2. Data Analysis: a. Familiarity with survey data, American Community Survey, Census Data, and other popular surveying tools to analyze socio-economic data for the Houston area b. Analyze resident reports to match historical and current resident data with relevant data points collected in survey data c. Analyze agency waitlist data and assist with clean-up and purge process of the data. d. Analyze current agency resident and client data to correct data collection errors. e. Examine voucher and public housing data to organize current and historical resident data by economic indicators (zip code AMI, poverty levels, rental units available per zip code, etc.) f. Examine voucher and public housing data to understand and potentially map, resident mobility, voucher size, unit sizes, and location of residents across the city g. Help identify gaps in data being collected by agency 3. Map: a. Create a map b. Map City Council districts and Harris County and surrounding area commissioner districts as well as state representatives to help identify agency voucher and public housing residents living in each jurisdiction c. Map city 4. Dashboarding: a. Create dashboards and interactive maps of relevant data being extracted. b. Identify Key Performance Indicators that need to be tracked for the Public Housing and Voucher program, and the frequency to which KPI's need to be updated in dashboards. 5. Automation (optional): a. Create reports that will connect dashboard to source of data information that will allow for automatic updating b. Create reports and sequel code that will regularly identify and correct errors being collected in client data. (2) All questions must be submitted no later than May 23, 2023. (3) The contract period will be for one year.
